iency. No leave will be granted to him while under
instruction at P.T.S.

Before we can be promoted to the rank of Police
Sergeant, Sub Inspector or Inspector, we have to qualify
ourselves for the holding of those ranks by passing
written examinations dealing with all branches of Police
work. To pass each of those examinations requires
many months of intensive study. A short perusal of the
question papers set for those examinations will convince
anyone of the truth of our claim in the last sentence.
Your Excellency, we are sure that if a neutral
were to examine the subject matter of the examinations
taken by those other Government Departments and were
to compare it with the field of study that is required
of us, that he would, without hesitation, declare that
our examinations are more difficult.
It is admitted that a knowledge of the Chinese
language is essential for the efficiency of practically
every department in Government Service, and, in this,
respect, we make the claim, confident that it cannot
be challenged that the "A" Contingent of the Police
Force has, generally a better knowledge of the Chinese
dialects and other Eastern languages than any other
Government Department.

We wenture to add as a comparison to our pay
the pay of the Straits Settlements Police and the pay
of Home Police Forces, both of whom are recruited on
exactly the same basis as ourselves.
An officer joining the Singapore Police starts
at about twice the salary that we start at. On the
completion of 10 years' service his salary plus allow-
ances is in the region of £600 per annum. The cost
